Hi, 1. Only your last link works. 2. Quality is something the cultivar system doesn't judge. Basically you need to meet some demands that you can find here: www.carnivorousplants.org/cp/cultivarsQuality is not a factor in the official rules we are bound to follow, but a question of personal taste. Basic question would be: what makes it different from all other amps? To me it looks like a nice plant but similar to what I have seen in various collections, but hey I'm not a Nepenthes guy, I'm a dewy ;-)

It's not a plant I would call unique. There are a lot of red amps with varying stripe levels and colors on the peristome, and the shape is standard for the species. It's not just a factor of if the plant is different from other cultivars that exist, but if it's actually going to stand out enough to hold up long-term in cultivation, and this plant is really just another in the spectrum of variation for the species.

Yes, it looks like a nice red ampullaria, but not with remarkable differences as to make it a cultivar, nevertheless, you could do an extensive comparison to other red ampullaria plants and if you find sufficient differences as to determine it a cultivar, you could elevate your petition following the procedure shared by Marcel.
