Keeping a bog garden Wet

I created a bog garden early last fall an it has been doing great. However I feel that the peat/sand mixture is not wet enough, I water it often but I stays to where the top feels wet but no water can be squeezed from it and the bottom is saturated. Is this too dry? The bog is lined with plastic and has slits cut in it 8 inched down. I think the slits were my mistake but I don't know of a way to fix them. I a willing to do anything short of removing all the soil and replacing the line.
