It is a "specialty plant" and for many people, not easy to grow. Likely you will find no commercial sources. However, if you Google
Utricularia humboldtii
you should get some hints about who grows it. If you find someone within your country, you might make friends with them and once you convince them you are a serious grower and are capable of growing the plant, your negotiations might progress.
