How come, on websites such as www.Czplants.com, they charge more for seeds of the same species of carnivorous plants, but from different countries? For example, Drosera Anglica seeds from Germany are €2.49, whilst ones from Hawaii are €6.99 on www.czplants.com. I checked, and the quantity of seeds are the same, as well.

There are many reasons for a vendor to have different prices for the same species. Starting your assumptions with the thought that they are ripping people off is probably not a good place to begin.
If someone willing pays the listed price & then receives the listed quantity & a high percent of the seeds are viable - how is that a rip-off?
