Hi I was wondering if my pinguicula caerulea need's to go dormant during the winter and if so what is the best way to do that?

Let it dry some, compared to how wet it normally is, but do not actually dry the soil out.
Let the plant experience night time temps down in the 40F's for several weeks, two months is probably better. Even light frost is okay once they have adjusted to the cold.
They don't actually go dormant, but the leaves nearly stop growing and older leaves may disappear making the plant look smaller.
Allowing this species, and others like it, to go through winter helps keep them healthy and ensures flowers in the spring.
