I found a site that sells cephalotus for really cheap prices and so was wondering how hard it would be to grow one in San Diego.

Just like any other plant, easy, given that you provide the appropriate conditions.
Where you live doesn't really matter...

I agree with Aidan, easy, given good conditions. Cephalotus is from Australia, so I don't think that it would mind heat as long as you give it a cooldown at night (like highland neps). Everything else is fairly basic, from what I've heard. Well drained soil (cephs hate waterlogging), bright sunlight, etc.
