Sphagnum moss will also grow happily in water. Quaking bogs after all are usually floating mats of Sphagnum.
Peat is partially decayed vegetable matter, the anaerobic conditions at the bottom of peat bogs halts or slows the decay process.

I have changed my growing conditions from using a substrate to using just water. I think it grows slightly faster than when using peat as a media. My sphagnum has doubled in volume from last year and I've been using some to top off pots. So it has probably tripled. d:8)
