How old must S. minor be to eat?

Can an insect fit easily in the trap? If the answer is yes, it's big enough to feed. But Sarracenia usually feed themselves, and a very dilute soil fertilizing can be done even for very small seedlings.

If that is a picture of your plants, I would say they are big enough to eat. Just try not to feed the plant anything that will get stuck on the way down, because that will cause the pitcher to prematurely rot.
