How big should the pond for the Utricularias, and how many could I fit in? Also, I am planning to make the outdoor carnivorous plant bog garden 6mx4m, but how deep should it be?

The size of the pond should be based on the size of the Utricularia you are planning to grow. At the minimum, you should make sure that they have room to float on the surface so they get enough light. If you are growing affixed aquatic Utricularia, you should be able to grow more although it's also important to make sure that they get enough light. With both the bog and the pond, the larger and deeper you make them the more stable the temperatures will be. You might want to make sure the pond is deep enough such that it doesn't completely freeze in the winter. Stones could be useful for preventing your soil from leaking out of the holes, although since I don't have experience making a bog garden of my own maybe someone else can chime in on that. I'm not sure about the types of liner either.

Are any of the native Irish Utricularias I mentioned earlier affixed, or are they all free-floating? Also, should I create my outdoor carnivorous plant bog garden so that it draws moisture from the pond, like a marsh does with a river? If so, what order should I plant the carnivorous plants in on my outdoor carnivorous plant bog garden, based on their moisture preferences?

Utricularia intermedia and minor are both affixed aquatics. The part of the stem with the bladders should go in the peat moss. You could try planting the Sarracenia purpurea on the edge of the bog garden closer to the pond. If the bog garden and the pond are at about the same height it should work, although I'm not sure if the water from the pond would drain out through the liner. The Pinguicula and Drosera could be planted near the middle of the bog garden. You might also want to look into Pinguicula alpine, since it grows in arctic regions.

I have heard that Utricularia Gibba flowers more easily when affixed to a substrate in shallow water. Is this true?

There are a few "strains" of U. gibba in cultivation that flower readily under most conditions. And there are others that seem to be very picky about conditions needed to flower.

How long can the outdoor carnivorous plant bog garden "last" before I have to replace the old plants with new plants, if I start off with young seedling plants? Also, how long would the pond "last" before I have to replace the old plants with new plants, if I start off with young plants/turions? How do you divide Utricularia?

If you aren't growing annuals and manage to keep the plants alive, you shouldn't need to replace any of the plants. You divide Utricularia by cutting it into pieces, or you can wait for it to form new growing points itself.
