with flow hoods being expensive as they are and using the tank on its side still running the risk of contamination would using a uv/black light help keep the environment sterile increasing the chances of successful tcing

I doubt it, UV lights are good to remove a certain portion of contaminants that are sensitive to that spectrum, but many are not. Regular spraying with a bleach solution would be easy and more effective.

that makes sense im gonna start my attempt at tcing here soon and am trying to give myself the best successful chance possible without spending too much money

You really dont need much, wear a mask when working and spray everything with bleach every ten minutes or so. The tank method works very well for small starts.
