PayPal is very simple from a customer point of view but has had some issues from a merchant point of view. Mishandling of funds, non payment of transferred monies and errors with currency conversion. John - you may want to do a bit of checking to ensure that they have cleared up some of their problems before you sign up with them. Just my 2 cents from dealing with them in the past.

I will be happy to pay a little extra to join up with paypal. Using snail mail is something I always say I am going to do but never actually get around to.

Conversion charge with PayPal is 3.5% which they charge the receiver/merchant. Most credit card companies have taken to charging both the payer and payee. PayPal also charges the receiver/merchant if the payment was from a credit card.
PayPal has also been doing a bit of bait and switch and other underhanded tactics in pushing merchants/recipients to upgrade to PayPal Premium accounts which charges for every transaction.
I would not mind paying a surcharge to help offset PayPal charges.
It would be interesting to see a breakdown of ICPS membership by country.

It is too late in the day to contact ClubExpress to confirm the status of our conversion to their system. We probably made a mistake telling members about the site so soon after getting it set up. It may be a week or two before existing members will be able to access the site because you are listed in the database as "bulk loaded" and that may not change to "active" until after the e-mail announcement goes out. We asked them not to send out the e-mails until there is a chance you will have received a postal mail letter telling you to expect the e-mail. The reason we did that is most members will probably think the e-mail is spam if they are not expecting it. As with any new enterprise, it has taken us a while to fully understand how their system works. I did not include an email address on my membership application that I mailed in. What should I do? This is the reply from ClubExpress with respect to PayPal:
We're planning a round of enhancements to the transaction system in the next few months and supporting PayPal is something we'll be considering. But it's quite complex and we may not be able to get to it for this go-around.
... PayPal is no more secure than using a regular credit card, and the fees are higher.

I have never had in problems in paying my subs, I just email my credit card details to the membership inquiries email address I found on the ICPS web site. Not sure on how secure it is but it has worked for me over the last five years.

I just fill out the forum with my creditcarddetails and send it by mail. I always pay for a couple of years, works fine and it's no bother.

To all those involved with the new online membership - Thank You!
I had just received my login credentials and went out to look at it - (very nice and easy) and noticed I had once again expired - was looking for how to renew my membership when I received an email from Cindy telling me exactly how to renew my membership. I followed the link she had sent me and a few seconds later I am once again back in the fold and active.
I was all very quick and painless, and best of all I now know when my expiration date is and hopefully will renew on time from now on.
