Is it possible to make an encoded link for email?

So basically an encoded link which will open up your default email application with email address. I have tried:
<a href="mailto:ADDRESS@BLANK.BLANK">BLANK</a>

<a href="ADDRESS@BLANK.BLANK" title="your+subject">
Blank</a>

It just seems each forum/site is different and their html language is always different.
